Remaining free agent targets to fill needs
This is not talking about who to retain and who not to, I think we HAVE to keep Zach Miller, Michael Bush and Michael Huff (less so with Huff)considering how little deph we have at each of those positions. But this is about the other spots we need and in what order we should pursue them
1. Dashon Goldson - Regardless of us losing Huff or not Goldson is a good target for us, he is very solid all the way around. He will never blow the doors off of you but he will get his job done. If we got him and kept Huff we could maybe move Huff to CB so we can try and mend the loss of Nnamdi Asomugha.
2. Kevin Burnett - If we are looking to upgrade at OLB he is a solid fit, he can pass rush and stop the run very well. He got 96 tackles last season and San Diego hasn't expressed much interest in keeping him

3. Carlos Rogers - A guy flying under the radar but a solid young CB none the less, he shouldn't be too expensive and he is productive. We have to find a CB to help sure up the outside. Chris Johnson may get cut and Stanford Routt definitely is a question mark rather he can guard the best WR's in the NFL.
4. Richard Marshall - One of the few bright spots for Carolina last year, he is a very good tackler at CB and is decent in coverage. It is highly likely he leaves Carolina as well. Again, another player to help try and fill our CB need.
5. Quincy Black - Another potential upgrade at OLB for us, he is a really tough player and is good in coverage. He is not a big time run stopper but is solid none the less. He also provides special teams help

6. Donte Whitner - I think he should only be a target if we lose Huff, he is rather versatile but does not truly excel in coverage. He is a really good tackler though and can help sure up the run defense.
7. Nate Clements - He is past his prime and getting older but if all else fails why not sign him and try and get some sort of veteran leadership in the secondary?

A few comments
This is definitely a worthwhile discussion and I think we should continue to add to the list through discussion. Here are a few of my thoughts:
1. No to Richard Marshall – The statistics that support the idea that Stanford Routt and Chris Johnson are nearly as good as Darrelle Revis and Nnamdi Asomugha also support the idea that Richard Marshall isn’t that good. See here and here. I think between CJ, Van Dyke, Chekwa, and Ware the Raiders can manage the CB spots.
2. If the Raiders Do Decide to Bring in a Veteran CB – I don’t necessarily see it happening, but if the Raiders do choose to bring in a veteran CB you’re on point with guys like Carlos Rogers, who is accustom to playing man coverage. Also, as much as many feel he’s overrated, Antonio Cromartie also plays man coverage fairly well, and has the height-speed combination we know Mr. Davis loves.
3. Weakside LB – I’m not sold on either Travis Goethel or Quentin Groves playing WLB. Quincy Black would have been interesting, but the Bucs already re-signed him. Same for Burnett, who recently signed a deal with the Dolphins. Kirk Morrison didn’t have a terrible year for the Jaguars last season – maybe he’d be amenable to a return to the Silver & Black.
4. Sign Zach Miller – Other than upgrading the offensive line, which the Raiders have done well through the draft and signing Jared Gaither, nothing is more important to the Raiders’ offense than bringing back Zach Miller. A must sign.
5. Free Safety? – I’m not sure this is a necessary move. The Raiders could elect to go with Hiram Eugene, Stevie Brown, or even move Tyvon Branch into the FS spot. I wouldn’t break the bank to keep Huff or bring in Goldson, certainly not pay Weddle money.
6. More OL Help? – I could see the Raiders bringing in a few more veteran OL for the interior to compete for the guard spots.

Those are 2 of the top 3 CB’s in the NFL were talking about, CJ and Routt are mid level starters (Routt maybe a little higher)
Chekwa and Van Dyke are not ready right now, they need time.
And I guess Im late on Burnett and Black (I check NFL.com and it said they were unsigned)

Thankfully I’m not stupid, because I didn’t suggest that CJ and Routt are as good as Aso and Revis, the statistics I provided from last year say they are – or at least can be.
It doesn’t matter, with the excellent pass rush the Raiders have, Routt and CJ will be fine.

They may be fine
But not nearly as good as we could have been our defense had elite potential this season with Aso. Now I think were just good unless Houston and Ro burst out into stars this year

Mike Waufle is arguably the best Dline coach in the game. look at the results on his resume
and here, especially this late go-round.
And his effect on multiple individuals on the line. Scott and Wimbley at first, Kelly, Seymour, Henderson, Bryant, Shaughnessy, Houston. He might produce better results here than any of the other impressive stints he had w other coaches and teams.

From what is written
Carlos Rogers seem to have all the features the Raiders can use.

If they can’t get DRC, then I would say go for Rogers. A Rogers and Routt combo wouldn’t be terrible. I think it could work. And the only strong passing attack to worry about in the West is San Diego. However they lit us up even with Nnamdi, and we still swept that ass last year. CJ is ok, I think he plays good against middle talented receivers, the better WR’s usually run wild on him. I would love for Al to get something in the corner spot, just so they don’t have to force the rooks and Ware into action right away. They need to learn their positions better. I thought we got burnt a lot in games because of missed assignments rather than lack of talent.

DRC is an Eagle too. You mean Antonio Cromartie? not for the Raiders
Rogers, however, does intrigue, and I think he could help, but don’t think the team will go after any other free agent cbs specifically. Maybe another safety, but a safety/lb type guy, not your typical dback.

I’ll take 11 players with heart on the field over 11 guys with just talent. Talent is fleeting, it goes away over time. Heart is what drives you to be better. To push yourself beyond what you think your capabilities are. To show us that when you strive, all things are possible.- SMP
TE Zach Miller- duh. 
LG Justin Blalock- strong and stout at the point of attack. uses hands well and excells in the run game. low penalties all round great talent at LG (gave up 1 sack last year and 1 penalty). Combining him with Gaither would give us a dominate left side.
. CB Antonio Cromartie- I know the tackling stuff is pretty weak, but I have always been pretty high on Chrome. Especially for our system where his press skills can showcase. I think Chrome is a better player on our team then he has shown thus far. Ballhawk with fluid hips and long arms. 
FS Michael Huff- Don’t know why this guy gets dogged so much. Solid player and best FS available for our team. Rod Woodson could really coach him into being an even greater player. I have no problems with seeing Branch slim down a bit and focus on coverage skills this year, but if we don’t do that Huff is clearly #1 for the position. It would be pretty hard to lose Nnamdi and Huff in the same offseason. 
FS Brodney Pool- Solid all round player. Breaks up plays rather then going for the pick. Solid in run support and quick in coverage. Wouldn’t really notice Huff gone and would most likely come a lot cheaper. I still think I would rather have Branch then anyone not named Huff try FS this year. If he slimmed down I think he could manage pretty well there, its hard to focus on coverage when your playing Strong Safety for us. Either way, I liked Pool coming out of Oklahoma and he’s been a solid player in his career, and could be even better. 
OLB Manny Lawson- Manny Lawson despite having the make up of a 3-4 outside linebacker, I think fits the 4-3 better. Particularly with our beefed up front 7. This is purely a luxury pick but Lawson would be probably our best possible FA move to the front 7, other then bringing back the Captain.
OLB Kirk Morrison- Fan favorite and would finally play his more natural position of Will Backer for us. I could see us skipping out on OLB or FS. I would like to see Branch and Mitchell on the field at the same time more regularly, but I do really like Mike Huff. So I think we add either an OLB or FS, Morrison would be another player that we can get the most out of.
CB Carlos Rogers- would do really well in our system. Ball skills aren’t the best but can mirror opponents and come up in run support. Would be an excellent #2 or #3 corner, I think CJ is still a quality starter, and provides some time for our next gen of Raider Corners to develop. Also, don’t sleep on Philip Buchanon making a comeback, could still have a year or two left in the tank and could share some knowledge with DVD and Chekwa. 
WR Randy Moss- I’m buying that he’s hungry. I’m also not making excuses for him and what happened here. I think Hue and Al and Campbell are something that Moss can get with. I think its a low cost, potentially very high reward for both parties. Moss isn’t going to get a lot of love and we don’t really have a lot of $ to spend on a WR. Randy never had a problem with Mr. Davis and vice versa. I think if this move panned out it could be the one that seperates us from the competition.

after looking at randy moss again..... he signed on a much more winning team
with Minnesota, and failed to do anything. He went to the titans, and didnt do anything. If he wasnt hungry on those two teams, then I dont think he will be here. On both of those teams, the owners had the mindset of low cost, high reward. But he then turned out to be a liability. so no on him.
Cromartie…. no thanks. I know we can try and coach him up, but he also is not that great against smaller WRs who are quick, and not just tackling. I am very suspect on his abilities now.
Manny Lawson is great at other things, except pass rush, but that would be left to wimbley and our DL I guess. I would like him., as well as the rest of the picks you named.

I like Cromartie just because he is a natural cover corner.
I don’t think moving Huff would be wise as he has shown he can’t hang in man to man coverage especially when he was forced to move.
Trust No One
Studies show stress can kill you, but don't worry about it.
I think our secondary and WR is going to work itself out we have personell in house where we need to focus is
1) Z. Miller / Bush / M. Reese / D. Bryant
2) J. Gaither
4) L. Walker
5) S. Satele
6) K. Morrison
We have a squad and coaching let them gel and save some cash.
as for FS with Woodson coaching w have a stable of good possibles especially with the frot 7 BEASTLY if they finish up with Captain Kirk
FS Possibles- all have the potential and attributes just need a little tweaking and opportunity remember Bresh is back too:
