I think we should instead take a hard look at Brian Hartline. He would be an extremely good compliment to Denarius Moore, while Streater operates in the slot. Hell, we can even let Streater start over him, as Hartline has the ability to play slot!
Brian Hartline is asking for no more than 6-8 million a year. He would be cheap, he is young, and very talented. He is very fast, is really quick, has reliable hands, and has worked with really bad QBs for most of his career.
Palmer is better than any QB Hartline had imo. He would give Palmer a dependable security blanket, offer mismatches with his diverse skill set, and provide good depth in our WR core (we don't have to have Ford play slot WR so he doesn't get broken again).
I like Hartline personally. He would be cheap, and give the Raiders an outside/inside option at WR. This is a short post just giving you guys a thought about an underrated WR that is going into free agency this year. Hartlinethough his one TD scares many, has over 14 yards per catch. With a better QB, better surrounding talent at WR, I believe he can flourish with the Raiders, and provide us with a dependable option at WR at LOW COST.
