Here is what I believe to be the overall plan for the Oakland Raiders.
Considering they are lacking in money and draft picks I think Reggie and Coach have decided to maximize what they have and what they can get. They are cutting loose all the bone-heads like Rolando and Tommy not only to clean up the roster but more importantly to clear cap-space so they can sign as many second- and third-tier players as possible.
Because they have no money and no draft picks. What they are doing is building their depth first. If they can load up their roster with lots of talented, smart, dedicated second-tier players once they get out from under the cap mess and start having full drafts they can start top-loading the team with elite 1st and 2nd and 3rd round players.
Essentially they are building the team from the bottom up.
If Reggie holds true to form he will find players who while not being the most talented or most physical or most dynamic players in the league, a team filled with better than average players will always, in my opinion, will yield, and allow others to blossom into very good, if not great, players.

If my assumption is correct I think they are going about their task in a very intelligent, methodical way which is what the Raiders need to be as an organization and as a team.
