As long as it's taken to get to this point, the owners meeting is moving right along in their voting process. After the first vote didn't yield enough votes to approve either of the two proposals on the table, the league and the owners are trying to make other arrangements. Here is how that process is going:
First round of votes was 20-12 in favor of Rans/TBD in Inglewood – short of the required 24. LA committee now meeting with Spanos and Davis.

#NFL LA Committee meeting with #Chargers #Rams and #Raiders to reach a settlement. Chargers and Raiders need to break their contract
— Jason Cole (@JasonColeBR) January 12, 2016
The NFL's LA Committee working now to sort out these matters and potentially dissolve the Raiders/Chargers pact.
— Jason La Canfora (@JasonLaCanfora) January 12, 2016
Owners are impatient. They want to get this done.
— Sam Farmer (@LATimesfarmer) January 12, 2016
The @NFL's Los Angeles committee is now set to meet with the #Rams, #Chargers, #Raiders individually. Time to make a deal.
— Ian Rapoport (@RapSheet) January 12, 2016
LA Committee could also find way to potentially placate Mark Davis with overtures of record stadium funding down the road, etc...
— Jason La Canfora (@JasonLaCanfora) January 12, 2016
there is strong opposition to the Raiders in LA among owners, I am told.

And there is a definite sense at least the framework of a global settlement will be done tonight.

Roger Goodell is discussing a new proposal with the owners. Vote coming very soon.
— Sam Farmer (@LATimesfarmer) January 12, 2016
If the Jerry Jones proposal passes, I'm told Chargers would have option to join Inglewood in 2016, 2017 or 2018. It would be up to them
— Jason La Canfora (@JasonLaCanfora) January 12, 2016
Word is that option for #Chargers to receive conditional approval to move & give San Diego another try is on table. Chargers have ...

... been resistant to that solution. They don't believe they'll get public money in SD and would then trail Rams in LA.
— UTKevinAcee (@UTKevinAcee) January 12, 2016
Have also felt Kroenke needed to sweeten his partnership offer to Spanos. That may be happening now. Deadlines...#NFLtoLA
— Andrew Brandt (@AndrewBrandt) January 12, 2016
The expectation is for the Inglewood site with 2nd team option. First going to Chargers, then Raiders. Lots of moving parts.
— Ian Rapoport (@RapSheet) January 12, 2016
Key for @NFL Commissioner Roger Goodell: How to make sure the #Raiders are happy. Sounds like #Chargers able to join #Rams in Inglewood
— Ian Rapoport (@RapSheet) January 12, 2016
It seems end result will be what was expected all along by most involved — Rams & Chargers approved for LA — with NFL having pulled strings.
— UTKevinAcee (@UTKevinAcee) January 12, 2016
False alarm - just a 45 minute break i'm told. Although owners are grabbing their bags, etc, from their rooms. Still looks like tonite
— Jason La Canfora (@JasonLaCanfora) January 13, 2016
I'm told @STLouisRams players were just texted by the team to be prepared for news tonight from NFL owners meeting in Houston re: team move
— Alex Marvez (@alexmarvez) January 13, 2016
That's where we stand. It's developing quickly so stay tuned.
