It’s coming up. The spring meeting in which the owners are set to vote on the Raiders’ proposed relocation to Las Vegas. The owners will be in Arizona this Sunday for the start of their annual spring meeting, with the actual vote scheduled for Monday.
NFL's agenda for upcoming spring owner's meeting has a vote on Raiders potential move to Las Vegas set for Monday ...

That vote would be by the full ownership and likely contingent on Raiders meeting certain future objectives (via lease/development, etc).

How that will go at this point is anyone’s guess. As La Canfora notes, the Vegas lease is a major point of emphasis right now. If that isn’t in order, it could keep any approval from happening.
And of course, if Oakland has been able to muster up anything on their end to give owners something to think about, that could keep an approval from going through as well.
Just like the owners vote last year when the Rams, Raiders, and Chargers were all vying for Los Angeles, an approval will require 24 of 32 owners to vote yes. Those votes weren’t there for the two initial competing proposals which were the Rams in Inglewood vs the Chargers/Raiders in Carson. It was a third proposal that was approved which paired the Rams and Chargers in Inglewood and left the Raiders out.
Once again all Oakland needs is for 9 owners to not be on board with Vegas or to see Oakland as having a viable plan to keep their hopes alive of retaining the franchise.
