In a bit of a surprise, standout Las Vegas Raiders left tackle Kolton Miller is inactive and will not play at the Miami Dolphins (10 a.m. PT kickoff).
Miller has a shoulder injury that kept him out of Sunday nights 16-12 win over the New York Jets. He was listed as questionable to play at Miami after practicing on a limited basis Thursday and Friday after not practicing Wednesday. Jermaine Eluemunor will likely start for him again as he did against New York,
However, left guard Dylan Parham is active and will play. He was listed as questionable as he was dealing with a calf injury he apparently suffered during the Jets’ game. Like Miller, Parham missed practice Wednesday, but practiced Thursday and Friday on a limited basis.

None of the injury-related inactive decisions are big surprises as the Raiders head into this season.
